The only constant in my scenario is chromecast. Netflix app on the smart TV was able to stream with Dolby digital and the windows 10 app was able to stream with Dolby digital. I doubt the problem is a Netflix app on my phone, my friend's phone, the Netflix web app on pc through Chrome, testing with two different accounts.
